Senior Vice President and Director, Business Development

Jim Russell is Senior Vice President of Business Development for ATSC. Mr. Russell has 25 years of experience in the information technology industry, the past 12 years as a business development professional. His experience includes strategic planning, new business identification, capture management, proposal management and teaming negotiations. Prior to joining ATSC, Mr. Russell served as Senior Vice President for Business Development and Strategic Campaigns for L-3 Communications Intelligence Solutions Division, where he oversaw business development activities for the entire division, managed a pipeline greater than $3 billion and achieved a win rate in excess of 60%. Prior to joining L-3 in 2004, Mr. Russell served as an Associate Vice President focused on strategic partnerships and mergers & acquisitions for Veridian Corporation. In this role he was the account manager for a major classified customer overseeing the entire corporate activities related to this customer and ultimately leveraging 50 existing contracts, representing $200 million in annual revenue, and grew $2 billion in new business opportunities. Mr. Russell has also held business development positions with Intelligence Data Systems and Keane Federal Systems, focused on growth within the intelligence community in both roles. From 1984 to 2000, Mr. Russell served in various business development, management, and operating roles for BTG, Inc. During this 16 year tenure, Mr. Russell's achievements included leading the Military Systems Division to 20% annual growth pursuing opportunities in defense and intelligence community, spearheading the Company's penetration of the imagery marketplace (NGA), and leading the Delta Research Division into new markets in the Air and Army National Guards and information technology applications in schools. Prior to the transition to business development, Mr. Russell held a variety of software development, software engineering, and project management roles on several military intelligence contracts.

He received his B.S. degrees in Computer Science and Information Systems Management from the University of Maryland, Baltimore County and his M.S. in Technology Management from George Mason University. Mr. Russell holds a Federal CIO Certification and a Certificate in Operations Research form the University of Maryland.
